Ripple Gets Preliminary MiCA License in Luxembourg

Ripple has secured preliminary approval for a Crypto Asset Service Provider (CASP) license from Luxembourg’s financial regulator, the Commission de Surveillance du Secteur Financier (CSSF), under the European Union’s Markets in Crypto-Assets (MiCA) regulation. The approval, granted via a Green Light Letter, remains subject to final conditions but could allow Ripple to offer regulated crypto services across all 30 countries of the European Economic Area (EEA).

Building on Previous Regulatory Steps

This CASP license builds on Ripple’s earlier push into Luxembourg, where it had already obtained preliminary approval for an Electronic Money Institution (EMI) license. The EMI license, once fully granted, would enable the firm to provide digital payment services. The CASP approval adds another layer to Ripple’s strategy as it continues to expand its RLUSD stablecoin, which recently gained visibility through Mastercard’s broader stablecoin settlement plans.

A Larger European Payments Push

Ripple stated that the CASP license, combined with its existing EMI license, would allow European banks, fintechs, and corporates to access its cryptoasset and stablecoin payments infrastructure through a single integration. This includes collecting, exchanging, and disbursing funds across supported rails. MiCA has become the EU’s main framework for regulating crypto companies, stablecoin issuers, and service providers, making licensing a prerequisite for firms targeting institutional clients.

MiCA Compliance and Global Expansion

Ripple framed the approval as part of a wider regulatory expansion, noting it holds over 75 regulatory licenses globally. The firm also pointed to its January 2026 EMI license and cryptoasset registration from the UK’s Financial Conduct Authority. The timing is relevant as RLUSD is being positioned alongside XRP and Ripple Payments as part of the firm’s institutional infrastructure stack, while larger payment companies are testing stablecoins for settlement and liquidity management.
