  No, PayPal does not issue 1099 forms for Bitcoin transactions. PayPal only issues 1099-K forms for transactions processed through their payment platform. Since Bitcoin transactions are not processed through PayPal's platform, they are not subject to 1099-K reporting.

  Unfortunately, PayPal does not provide any tax reporting for Bitcoin transactions. It is the responsibility of the individual Bitcoin user to report their transactions and comply with tax regulations.
