They achieve this by offloading some of the transaction processing to a secondary layer, while still relying on the security of the underlying layer 1. This allows for higher throughput and lower fees compared to layer 1 alone. However, layer 2 solutions may introduce additional complexities and require users to trust the secondary layer's security mechanisms.
