Validators are chosen based on the amount of cryptocurrency they hold and are willing to 'stake' as collateral. The more cryptocurrency a validator holds, the higher their chances of being selected to create a new block. This mechanism is more energy-efficient and secure compared to proof of work, as it doesn't require massive computational power.
