Bitcoin is divisible up to eight decimal places, so you can buy a small fraction of a Bitcoin called Satoshi. However, with one dollar, you'll only be able to buy a very small amount of Satoshi, which may not be worth it considering the transaction fees and the potential gains you can make with a larger investment.
