  Nope, you can't buy Bitcoin with unsettled funds. It's like trying to buy a pizza with a check that hasn't cleared yet. The exchange needs to make sure the funds are legit and not going to bounce before they let you make a purchase. So, you'll have to wait until your funds are settled before you can buy Bitcoin.
