Why doesn't Coinbase allow users to buy XRP?

  Coinbase does not currently support XRP because of regulatory concerns. XRP is currently facing a lawsuit from the U.S. Securities and Exchange Commission (SEC) which claims that XRP is an unregistered security. As a result, Coinbase has decided to temporarily suspend XRP trading until the lawsuit is resolved.
